Enhanced Right-Of-Way Advisory Services
We know the right-of-way acquisition process is not something many have ever been through before. There are a lot of questions, and answers are often very dependent on your unique situation. That’s why we’re offering enhanced right-of-way advisory services, including in-house Right-of-Way Liaisons at the Community Office (5605A Rivers Avenue) for impacted residents. Homebuyer assistance, Section 8 coordination, affordable housing coordination, and transportation for viewing replacement properties are also part of these enhanced advisory services.

Affordable Housing
Multifamily Affordable Housing
SCDOT has partnered with the South Carolina State Housing Finance & Development Authority (SC Housing) to build 100 new affordable housing units with a mixture of sizes (1-3 bedrooms) as close to Ferndale, Highland Terrace, Liberty Park, and Russelldale as possible. These houses will have direct access to transit and convenient access to the proposed Lowcountry Rapid Transit System.

Single-Family Affordable Housing
We heard the importance of replacing single-family homes from the community. We are securing up to 45 residential lots in or near Ferndale, Highland Terrace, Liberty Park, and Russelldale. Working with the South Carolina State Housing Finance & Development Authority, a local non-profit will develop a Single-Family Affordable Replacement Housing Program.
Relocated residents in the impacted communities of Ferndale, Highland Terrace, Liberty Park, and Russelldale will get first priority, and remaining units will be open to other residents in the impacted communities. Relocations are not anticipated until 2026 at the earliest.

Financial Literacy and First-Time Homebuyer Counseling
Buying a home for the first time can seem very daunting. That’s why we plan to work with local groups to provide financial literacy and first-time homebuyer counseling to residents who may have to relocate. This program will be designed to assist those residents in securing residential loans and transitioning from renters to homeowners. The counseling will occur in group and individual classes. Stay tuned while we develop this exciting program!

First-Time Homebuyer Grant Program
Home ownership can go hand in hand with ‘the American Dream’ for many. To help residents who may have to relocate, we’ve partnered with the South Carolina State Housing, Finance & Development Authority, SC Housing, to administer financial grants for down payment assistance for first-time homebuyers. First-time homebuyers in the impacted communities and individuals relocated to other communities will be eligible for this program. Stay tuned while we continue to develop this program.

Enhanced Relocation Mitigation Assistance
In addition to the 42 months of rental assistance provided under the Uniform Act, SCDOT will offer additional rent supplement payments based on income and rent for an additional 18 months. Businesses may also be eligible for these payments to cover their actual expenses in reestablishing their business above the maximum amounts allowed under state and federal law. Stay tuned for more information!

Acquisition Fairness Program
The Acquisition Fairness Program offers independent property appraisals paid by SCDOT for second opinions of property value. Owners may be eligible for additional payments to address property values impacted by previous public acquisitions or zoning changes.
